No decisions have been made.

EMRTS Cymru like all services commissioned by the Emergency Ambulance Services Committee (EASC) is required to regularly review their service delivery to ensure they are maximising the service they provide for the patients of Wales. Service analysis, forecasting and modelling of various scenarios is a common feature of this work.

EMRTS Cymru presented their initial findings from their most recent assessment of their service to the EASC on 6 September 2022. At this meeting the opportunities to develop the service to maximise the benefit for patients in Wales that had been identified through modelling was presented to the commissioners for the first time.

EASC members noted the presentation provided by the EMRTS Cymru team and asked the Chief Ambulance Services Commissioner (Stephen Harrhy) to work with EMRTS Cymru to bring forward a formal proposal on the work they had undertaken. EASC also tasked the CASC to lead an independent process to ensure all views are considered and that the key issues are understood, with a view to making a formal recommendation to EASC members at a future Joint Committee meeting.

The Commissioner is currently working with the Community Health Councils to clarify the process required when potential service change takes place in NHS Wales.  The work will include communicating widely with stakeholders including holding face to face meetings where required to ensure all views are considered in the decision-making process and to ensure that key issues are understood prior to the final decision being made.

The key steps in this process include:

  • Presentation to the All Wales Community Health Council Service Planning Meeting on 20 October

  • Presentation of the Service Development Proposal to the Emergency Ambulance Services Committee on 8 November

  • Following the process required by the Community Health Councils in Wales

  • It is likely a decision will be taken by the Emergency Ambulance Services Committee in early 2023.
